The
Third International Conference of Consejo de Estudios Latinoamericanos
de Asia y de Oceania (CELAO: Latin American Studies Council
of Asia and Oceania), was organized by the Centre of Canadian,
US and Latin American Studies, School of International Studies,
Jawaharlal Nehru University (JNU) in collaboration with the
School of Social Sciences, Indira Gandhi National Open University
(IGNOU) between December 3-5, 2008 at the Indira Gandhi National
Open University, New Delhi. The overarching theme of the conference
was ‘Contemporary Latin America and the Caribbean’.
It witnessed the participation of delegates from across the
Asia-Pacific, the Latin American and the Caribbean regions
and from all over India. The Conference was formally inaugurated
on December 3, 2008 with the inaugural address by Hon. Shri
Pranab Mukherjee, Union Minister of External Affairs, India,
followed by Prof. Won-Ho Kim’s (President CELAO) address.
The Inaugural Session was chaired by Prof. B.B. Bhattacharya,
Vice Chancellor Jawaharlal Nehru University, New Delhi, alongside
Prof Omprakash Mishra, Acting Vice-Chancellor, Indira Gandhi
National Open University and Member Secretary, Global India
Foundation, Kolkata. The Vote of Thanks was tendered by Prof
.Darvesh Gopal, Indira Gandhi National Open University.

Global
India Foundation was represented by Admiral P. J. Jacob, Chairman,
Global India Foundation, who chaired a session on security
issues at the conference, Dr.
Lopamudra Bandyopadhyay, Ms.
Sreya Maitra, Ms.
Sayantani Sen and Ms. Amrita Chowdhury, who presented
papers and participated in the deliberations of the Conference.
Dr Bandyopadhyay delved deep into the security issues of Latin
America through her paper ‘Sendero Luminoso: A Case
Study in Exotic Terrorism’ whereas Ms. Maitra’s
focus was primarily on Brazil and her paper was titled ‘Democratisation
of Brazil: Past Trends and Prospects’. Ms Sayantani
Sen and Ms Amrita Chowdhury presented a joint paper titled
‘The Continuity of Discontinuities: Dilemmas of Change
in Latin America’ highlighting developmental issues
in Latin America. The Conference explored various issues ranging
from Development, Foreign Policy, Security and State and Politics
in the Latin American region in course of its deliberations.
